北京大学医学部卫生政策与技术评估中心

   

  2017年10月,党的十九大,总书记强调人民健康是民族昌盛和国家富强的重要标志。可以预期,中国医改方案、措施、卫生政策和技术规范将进入密集研究和创新的时期,然而,卫生政策分析和技术评估的专业性强,研究资源又整合不足,迫切需要搭建起一个内收资源、外展成果的独立性研究机构。

  基于以上考虑,结合现有资源,中心于2016年12月正式成立,以期充分利用北京大学雄厚的多学科综合实力、高层次的人才优势,打造全国最具权威性的卫生政策研究、咨询与评价机构,承担起重大卫生政策和关键技术规范的评估任务,服务于党和政府科学决策,为制定和完善卫生政策提供支撑。

  中心的研究内容涉及卫生政策和技术的设计、实施过程、结果乃至后续影响的全过程。中心尤其关注研究成果的传播和转化,输出卫生决策证据、评估政策运行效果,服务于政府决策。

  研究方向为卫生政策评估、重大政策风险评估、卫生经济学评价、卫生技术标准管理工具的开发和评估四个方面。跟踪国内外卫生政策领域的热点问题,开展定量和定性研究,积累证据。承接中央和地方政府卫生相关政策决策咨询和评估任务,发现政策出台可能引发的社会稳定风险点,并制定风险应对策略和预案。同时,以规范的卫生经济学评价为主要方法学基础,对药品、医用耗材、临床措施、卫生技术干预、卫生政策措施的投入产出进行评估,并进行卫生技术标准、管理工具的开发和评估。

  中心是在两个执行机构基础上搭建的平台,治理机制为理事会领导下的主任负责制。理事会名誉理事长韩启德院士,理事长詹启敏院士。两个实体机构,一个是公共卫生学院卫生政策与管理系,另一个是北京大学中国卫生发展研究中心。

  公共卫生学院卫生政策与管理系是全国最早从事卫生管理专业高等教育、开展卫生政策研究的机构之一。自上世纪80年代以来,卫管系开展了大量的卫生政策分析和研究工作,参与国家和地方层面医疗保障、妇幼保健、公共卫生管理、医院管理等多个领域多项卫生政策和法律法规的制定和评价、临床路径等技术标准的制定、卫生经济学评价等。就卫生政策的分析和评价而言,无论是理论功底还是研究实践经验,在国内同行中位于前列。

  中心还包含管理大数据的信息协调中心,配有相关的软硬件及数据资源。

  近年来,全系老师主持开展了多项重要改革和政策评估,及医改难点问题研究,并作为技术负责人参与了医学部承担的国务院办公厅委托的公立医院改革第三方评估,主持评估设计,并执笔撰写评估总报告,刘延东副总理做了批示,并得到相关部委的肯定。

  近3年全系老师承担了国务院、国自然优秀青年科学基金、教育部新世纪人才计划、国家社科项目、联合国、WHO、国家财政部、人社部、卫计委等107项国家、国际组织、省部级和地方政府研究课题。从来源看,国家级课题13项,国际组织22项,国务院、相关部委委托40项,各地卫生相关部门委托32项;从内容看,国家重大卫生决策29项,与国家前沿接轨的卫生政策研究33项;重大政策风险评估1项;卫生经济学评价14项;卫生技术标准开发30项。

  Introduction of Center for Health Policy and Technology Evaluation, Peking University Health Science Center

  In October 2017, the General Secretary stressed that people’s health is an important symbol for the prosperity and strength of both the nation and the country at the 19th National Congress of CPC. It is expected that medical reform programs, measures, health policies, and technical specifications will enter a period of intensive research and innovation in China. However, the specialty of health policy analysis and technical evaluation, and lack of research resource integration make it urgent to build an independent research institute to collect internal resource and extend research outputs.

  Based on the above considerations, combined with available resources, the Center was officially established in December 2016, aimed at taking the full advantage of tremendous multi-discipline comprehensive strength and senior talents in Peking University to create the national authority in health policy research, consultation and evaluation, to undertake the assessment tasks of major health policies and key technical specifications, to serve the party and the government in making scientific decisions and providing support for formulating and improving health policies.

  The research contents of the Center focus on the whole process of the design, implementation process, results and even subsequent impacts of health policies and technologies. The center pays special attention to the transformation and communication of research achievements, outputting evidence of health decision-making, evaluating the operation effect of health policy, and serving government decisions.

  The research interest contains four aspects: health policy evaluation, major policy risk evaluation, health economics evaluation, development and evaluation of health technology standard management tools. Track hotspot issues in the field of domestic and foreign health policies, conduct quantitative and qualitative researches, and accumulate evidences. Undertake consultation and evaluation tasks of health-related policies for the central and local governments, find out the potential social stability risk points triggered by the release of policies, and formulate risk-response strategies and plans. At the same time, with the main methodological basis of normative health economics, evaluate the input and output of drugs, medical consumables, clinical measures, health technology interventions and health policy measures, and develop and evaluate health technology standards and management tools.

  The center is a platform built on the basis of two execution agencies: the Department of Health Policy and Management, School of Public Health and China Center for Health Development Studies of Peking University. The governance mechanism is the director responsibility system under the leadership of the board, with the Honorary President Han Qide, Academician, and the President Zhan Qimin, Academician.

  Department of Health Policy and Management, School of Public Health, is one of the first institutions to undertake higher education in health management and conduct health policy researches in China. Since the 1980s, the Department has carried out a large amount of work in health policy analysis and research, and participated in formulation and evaluation of laws and regulations on health policy, formulation of technical standards for clinical pathways, and health economics evaluation in the field of health security, maternal and child health care, public health management, and hospital management. In terms of the analysis and evaluation of health policy, the Department ranks the top among domestic counterparts both in the theoretical foundation and the practical experience.

  The Center also contains an information coordination center for big data management, with related hardware, software and data resources.

  In recent years, faculty from all departments has conducted a number of important reforms and policy evaluations, as well as researches on the difficulties of medical reform. They have also participated in the third-party evaluation of public hospital reform commissioned by the General Office of the State Council, and take the leading in evaluation design and report writing, which got instructions from Deputy Prime Minister Yandong Liu and received approval from relevant ministries and commissions.

  In the past three years, the faculty has undertaken 107 projects from local, provincial and central government, and international organizations, including the State Council, the Outstanding Youth Science Foundation of National Natural Science Foundation, the New Century Talent Program of Ministry of Education, the Project of National Social Science Fund, the United Nations, WHO, the Ministry of Finance, the Ministry of Human Resources and Social Security, and National Health and Family Planning Commission. In the perspective of sources, there are 13 national projects, 22 international organizations, 40 commissioned by the State Council and relevant ministries and commissions, and 32 commissioned by local health-related departments. In the perspective of contents, there are 29 projects about major national health decisions, and 33 frontier researches on health policies; 1 major policy risk evaluation; 14 health economics evaluations; 30 development of health technology standards.
