北京大学卫生应急管理中心

   

  新世纪以来,世界进入突发事件高发期,卫生应急工作面临着全方位和深层次的考验。立足于实际工作,加强卫生应急管理的科学研究,将有助于完善应急管理工作,提高卫生应急工作水平,有助于维护公众健康,维持社会稳定,而大学将在其中发挥重要的作用。

  2010年4月20日,北京大学卫生应急管理中心正式成立。本中心旨在发挥北京大学、医学部的学科和人才资源优势,并积极广泛地寻求来自国内外卫生行政部门、科研院所、非政府组织等的支持与合作,建立起多学科进行交流合作、理论研究和人才培养的平台,为进一步规范我国的卫生应急管理工作、不断提高突发事件的应对能力提供服务。

  本中心主要的科学研究方向包括:

  总结国内已有的卫生应急管理工作经验和研究成果,汲取国外研究精华,开拓创新,进行本领域的前沿性研究;

  加强与国内外卫生应急管理部门和业务部门的合作,共同开展课题研究和实践应用;

  加强与国内外学术团体、研究机构及人员的联系与沟通,进行卫生应急管理学术交流;

  进行跨专业、跨领域的研究合作;

  推广卫生应急管理研究成果;

  本中心主要的人才培养方向:

  培养理论和应用骨干,建设一支具开拓精神与科研能力的卫生应急管理研究队伍;

  承担国家级卫生应急培训项目的组织工作;

  建立“卫生应急学科”,促进卫生应急管理相关课程的教学改革。

  科研及培训:承担国家卫计委委托的多项卫生应急课题,如卫生应急人才培养,医疗卫生机构、疾控机构卫生应急规范和评估体系研究等,形成工作报告。受卫生部应急办公室委托,承办“灾害卫生应急管理培训班”;与美国杜克大学合作举办以“Global  health ”为主题的全国研究生暑期学校,卫生应急是其中的重要内容;与红十字会国际委员会、中国红十字会、世界卫生组织共同举办“密集人群卫生应急培训班(HELP--Health Emergencies in Large Populations)”课程。

  The Center for Health Emergency and Preparedness, Peking University

 

  At the beginning of the 21th century, as the world has entered a period of emergency incidents occurring frequently, emergency management work has been facing many challenges., To improve the governments’ and organizations’ capabilities on this area, and to promote population health and social stability eventually, it’s helpful, according to the practical work, to strengthen the scientific research on public health and emergency management. University has played a significant role in these aspects.

  The center for Health Emergency and Preparedness, Peking University, established on April 20th, 2010, will bring the superiority of talented personnel and specialties from both Peking University and Peking University Health Science Center into full play. Mean while, the center will also rally support from outside of the university, for the purpose of establishing the platform for multidisciplinary communication, scientific research and personnel training, and promoting the capability of emergency preparedness and response in China ultimately. 

  Scientific research:

  Summarize the achievement of practical work and research on public health and emergency preparedness in China, learn essence from other countries, and develop frontier research areas.

  Establish and strengthen the cooperative relationship with health emergency management departments and operating departments in China and abroad, and work together on both research and practice application.

  Strengthen contact with academic communities, research units and researchers from all over the world, and make academic exchanges.

  Promote interdisciplinary research.

  Extend the research achievements.

  Professional training:

  Establish the faculty of emergency management at School of Public Health, Peking University, to meet the need of research and training work.

  Organize training programs for emergency management professionals.

  Create the new subject of emergency management and promote the education reform on the relevant curriculums. 

  Achievement and activities:  

  Several research has been finished such as how to train professionals in health emergencies in China, and criterion of health emergencies in health emergency related institutions and its assessment system.

  Training Workshop on Public Health and Emergency Management in Asia and Pacific (PHEMAP) ; Summer school with the theme of “Global Health”, hosted by both Duke University and Peking University. H.E.L.P. (Health Emergencies in Large Populations) course, organized cooperatively by International Committee of the Red Cross, Red Cross Society of China, World Health Organization, and Peking University.
