循证医学和临床研究是北京大学前常务副校长、医学部主任韩启德院士亲自抓起和扶持的研究项目。2002年,北京大学联合北大医学部13个国家重点学科,成立了北京大学循证医学学科群以及北京大学循证医学与临床研究中心(简称循证医学中心),北京大学长江学者唐金陵教授任学科群牵头人和中心主任。学科群和中心的建立旨在融合北大临床医学和公共卫生的专业互补优势,推动北大医学应用型研究,最终达到推动北大以及中国循证医学的发展。
中心的研究范畴包括一切以人为最小研究单位的关于健康或疾病的一般规律的科学研究,其研究结果可以直接用来改善临床实践水平、提高医疗卫生服务质量和效率。将围绕我国重大或特有疾病,开展如下研究工作:
1. 防治措施的评估
2. 诊断技术的评估
3. 病因和药物副作用的研究
4. 疾病的转归和预后
5. 医学干预措施的成本效益分析
6. 疾病医疗卫生服务需求研究和宏观医疗卫生政策
7. 与循证医学事业总体发展相关的研究
北京大学医学部“211工程”循证医学学科群项目管理,该项目由北京大学医学部12个国家重点学科组成。这12个国家重点学科分别是肾外科、肾内科、血液科、儿内科、妇产科、眼科、肿瘤、口腔、心血管内科、骨伤科、皮肤科和流行病学与统计学。
2003年,北大为循证医学中心和学科群注入大量研究经费。学科群和中心围绕临床研究和循证医学的教育和培训、医疗卫生技术评估和其他临床实践问题以及国家重大卫生和健康问题等方面,在北大六个附属医院和公共卫生学院设立了逾50个临床医学和公共卫生研究项目,这些课题的展开,为后来北京大学医学部临床医学研究的发展播下了种子,也为全国临床研究和循证医学发展做出了努力。在指南制定和评价方面,2005年翻译了《AGREE》第一版,并对我国制定的临床指南进行了评价;2011年承担了中国临床指南文库的建设、维护和更新工作,2015年参加《制订/修订临床诊疗指南的基本方法及程序》的撰写,并参与多部循证临床指南的制定,强调研究报告的规范性和透明性。
北大循证医学中心出版的有关循证医学和临床研究的部分书籍包括:BMJ《临床证据》(唐金陵、王杉主译),《循证医疗卫生决策》(Muir Gray、唐金陵著),《循证医学和循证保健》(詹思延主编),《循证医学:如何实践和教学》(詹思延主译),《循证医学基础》(第二版,唐金陵、Paul Glasziou主编),《临床流行病学》(第二版,詹思延主编),《药物流行病学》(第二版,詹思延主编),《聪明的病人》(秦颖、唐金陵译),《观察性疗效比较研究的方案制定指南》(詹思延主译),《医学研究报告规范解读》(孙凤主编),《系统综述与meta分析》(詹思延主编)等。

The Peking University Centre for Evidence-Based Medicine
The Peking University Centrefor Evidence-Based Medicineis conceived and nurtured by Professor HAN QI DE, Vice President of Peking University,Director of Peking University Health Sciences Centre (PKUHSC) and Vice Chairman of the Standing Committee of the National People’s Congress in 2002. Also among the architects of the Centre are Dr Muir Gray CBE, Former Director of the Oxford University Institute of Health Sciences, Sir Iain Chalmers, Founder of the World Cochrane Collaboration, Professor KE Yang, Acting Director of PKUHSC, Professor LI Li Ming, Director of China CDC, and Professor HU Yong Hua, Dean of PKU School of Public Health.
The Centreis a multi-disciplinary center that combines strengths from various clinical disciplines in six PKUHSC hospitals as well as expertise in evidence-based medicine, clinical trials, epidemiology, biostatistics and public health drawn from the School of Public Health. The establishment of the Centre echoes the mission of Peking University of providing leadership in creation, preservation, dissemination, and application of knowledge. The Centre strives to promote medical research that can directly guide and help to improve clinical practice and healthcare services and application of research findings to patients care and policy making, with an ultimate goal of continuingly increasing the quality and efficiency of healthcare services.
The Centre undertakes training and research activities in the following areas:
- Evidence-based clinical practice;
- Evidence-based healthcare policy making;
- Health services;
- Causes and risk factors of disease;
- Evaluation of diagnosis;
- Evaluation of interventions;
- Prognosis of diseases;
- Traditional Chinese Medicine.
The Centre obtains its goals through offering education and training, conducting scientific research, and providing expertise and services in areas of clinical and healthcare services and evidence-based medicine.
The Centre welcomes national and international partnership and collaboration and has established a strong link with Oxford Centre for Evidence-Based Medicine, Oxford Institute of Health Sciences, US New England Cochrane Centre, the China CDC, the Institute of International Health of Sydney University, and the Chinese Cochrane Centre Hong Kong Branch.
The Centre also manages the research and development programmes in evidence-based medicine and clinical research that are funded by the national “211 Programme” and overseen by the Committee for Evidence-Based Medicine of Peking University Health Sciences Centre, which represents 11 Areas of Excellence granted by the Ministry of Education and is headed by Professor Tang, director of this Centre. The “211 Programme” is a major national funding exercise that identifies, and grants resources to, areas of excellence in top universities in China. Currently, there are some 70 on-going research projects under the supervision of the EBM Committee of the University with total grant money equivalent to some 2 million US dollars.
